The big problem is that so many people HAVE criticized JKR's writing on the grounds that "she didn't cater to meeee" or "she wrote a character I don't like" that the legitimate criticism gets lumped in with it. Rather like the little boy who cried wolf, what I call the "literary criticism" gets met with an eyeroll, because so many people ARE sore about characters or ships. It's frustrating all around.
That goes double or triple for critics of Tonks and Ginny (and the male character who DOES seem to get more than his fair share of bashing, Ron). I admit to being so sick of the bashers that I leap to the defense of Tonks and Ginny as a reflex. It's a very charged atmosphere and the actual content of their characterizations tends to get lost because of it.
