Dolores Umbridge, without a doubt. Voldemort is obviously quite scary, but not quite real. While Voldemort's villainy is rather broad-stroked, Umbridge is what evil really is in the real world - banal, joy-crushing, "I own you" evil.

I love how basically everyone in the fandom, independently, as they were reading the just-released OOTP, decided to call her "Umbitch." That was everywhere on the boards right after the book came out. She even had her own smiley on SQ and the code was "umb!tch". :P I also love that Imelda Staunton was exactly who I pictured as I was first reading the book. When everyone was dream casting the movie in the weeks after the book came out, the consensus seemed to be with Judi Dench (who I thought - and still do - would be dreadfully wrong, as amazing as she is), but jiminyc and I held to our Staunton guns. The news that she had been cast was immensely gratifying. *pats self on back as if self had anything to do with it*
